| Single
Family Homeowner Rehabilitation Program |
- The Alpena County Home
Improvement Program is offered on a county-wide
basis to assist homeowners rehabilitate their home.
The program has been designed to address the
single-family housing needs of low income residents
within Alpena County. All units receiving home
improvement funds must be owner-occupied homeowners
with income at or below 80% of area median income.
The program is offered on a first come, first serve
basis. All applicants will be considered on an equal
basis
- To Be eligible for
complete rehab or an emergency repair, the applicant
must own the single-family home for which they are
seeking funds and be able to provide proof of
ownership. The home must be at least 5 years old and
the present owner must have resided in the home for
at least 1 year. Taxes and insurance must be
current.

The Alpena
County Home Improvement Program receives funds from the
Michigan State Housing Development Authority to
administer the CDBG Homeowner Rehabilitation Program.
Funding is also received from Rural Development's
Housing Preservation Grant program (HPG). All funds are
available to assist low and very low income residents
with rehabilitation of their home. All funds will be
recaptured. Deferred loans are available for those who
fall at or below the 50% of area median income.
Applicants with slightly higher income may quality for
loans ranging from 0 - 3% interest. All homes receiving
CDBG and HPG funds will undergo a complete inspection to
determine what improvements need to be made to bring the
home up to local and BOCA code. Homes built prior to
1978 must be inspected for lead based paint.
